Ms Rumble has been providing technical support in the areas of nuclear criticality safety (NCS) and nuclear safety to the Nuclear Safety Group for the Paducah Environmental Remediation Project at the Paducah Gaseous Diffusion Plant (PGDP). The technical support includes development and management of safety basis documentation; development of Unreviewed Safety Question (USQ) determinations and screenings; NCS documentation development and peer reviews; and the management and integration of hazard analyses, safety management program documentation, and nuclear facility training qualification requirements. Ms. Rumble also develops procedures, policies, and training modules for the Nuclear Safety Program at PGDP. Prior to working at the PGDP, Ms. Rumble provided technical support to Integrated Safety Management at Nuclear Fuel Services, Inc. in Erwin, Tennessee and provided NCS support and USQ determinations and screenings at the Portsmouth Gaseous Diffusion Plant. These efforts are performed in compliance with 10 CFR 830 (DOE) and 10 CFR PART 70 (NRC). In addition, she served as the NCS subject management expert on the Operational Readiness Review (ORR) Team for the K-25/27 High Risk Equipment D&D Project, performing an ORR and a Readiness Assessment. 1987-1999 Lockheed Martin Utility Services, Inc., Piketon, OHMs. Rumble was an Engineering Manager at the Portsmouth Gaseous Diffusion Plant, with responsibility for the Project Management, Planning, Analysis, and Construction Engineering. She managed and controlled an annual project budget in excess of $25M. In another assignment, she managed the Nuclear Safety Group during the transition of the plant from DOE ownership and oversight to NRC regulation (10 CFR 76). Nuclear Safety/Criticality Safety ¨Ms. Rumble has thirteen years of direct experience in Nuclear Criticality Safety including the development of nuclear criticality safety evaluations (NCSE) and performing NCSE peer reviews at the Portsmouth and Paducah sites. She performed implementation and annual surveillances and provided NCS training to managers, supervisors, and fissile material workers. She is a qualified Senior NCS Engineer and qualified NCS Manager for the Paducah Environmental Remediation Project and is a working group member of ANSI/ANS 8-26, “Criticality Safety Engineer Training and Qualification Program”. ¨Ms. Rumble provided inputs and reviews of safety basis documents for the DOE Hazard Category (HC) 2 Facilities and the UF6 Cylinder Yards at the Portsmouth Site. ¨Performed as Nuclear Criticality Safety Subject Matter Expert for the Operational Readiness Review for the Decontamination and Decommissioning of the K-25/27 High Risk Equipment Project at ETTP in Oak Ridge. ¨During her employment with Lockheed Martin at the Portsmouth Gaseous Diffusion Plant, Ms. Rumble’s responsibilities in the criticality safety arena included: ¨ Managing the Nuclear Safety Group (Nuclear Safety and Nuclear Criticality Safety) ¨ Providing key interface between Nuclear Safety Group and the Nuclear Regulatory Affairs Group to provide input to the NRC Certificate of Compliance and the Compliance Plan. Developed and provided cost and schedule control systems criteria and site application training to over 200 personnel at the Gaseous Diffusion and Gas Centrifuge Enrichment Plants at Portsmouth. Licensing As an environmental control staff engineer at the Portsmouth Gaseous Diffusion Plant, tracked and reported compliance and violations with Control of Water Pollution Act (NPDES Permit), Ohio air pollution standards for the steam plant, and DOE radiological standards in air (vent¨streams) and water (outfalls). Provided systems requirements for environmental projects to the design engineers. ¨Provided key interface between the Nuclear Safety Group and the Regulatory Affairs Group during the NRC Certification process, transferring the regulatory oversight from the DOE to the NRC.
