Lane S. Paschal, P.E.

Senior Nuclear Criticality Safety Engineer

Lane graduated from the University of Tennessee at Knoxville in 1992 with a Bachelor of Science degree in Mechanical Engineering and in 1994 with a BS degree in Nuclear Engineering.  He received a Master's of Science Degree in Nuclear Engineering in 1996. 

Since 1994, Lane has worked in the nuclear industry managing and performing a variety of nuclear engineering projects.  His experience includes both NRC regulated sites and DOE regulated sites.  He has worked at NRC regulated sites for both 10 CFR part 70 and 10 CFR part 76.  His work at DOE facilities includes experience with Defense Nuclear Facility Safety Board (DNFSB) over site.  Lane's consulting experience includes contracts with Nuclear Fuel Services (NFS), the United States Enrichment Corporation (USEC) at the Paducah Gaseous Diffusion Plant (PGDP), British Nuclear Fuels Limited (BNFL), Babcock & Wilcox Technologies (BWXT), and East Tennessee Technology Park (ETTP) for Bechtel Jacobs, LLC. 

Lane became President of Paschal Solutions, Inc. in 1999.  Under his leadership PSI has grown into a diversified engineering consulting firm.  PSI offers engineering expertise with a focus on Nuclear Criticality Safety.  Additionally, PSI operates a research and development facility focusing on laser research and development, heat transfer, and laser physics.

RELEVANT  PROJECTS:

n     Mr. Paschal has worked successfully in projects with the United States Enrichment Corporation (USEC) at the Paducah Gaseous Diffusion Plant (PGDP).  His work as a consulting Nuclear Criticality Safety (NCS) analyst with the High Assay Upgrade Project (HAUP) helped that project meet its goals and schedule.  In additional projects with USEC, he has addressed NRC questions and continued to help USEC cut costs with innovative NCS evaluations.

n     In a project with British Nuclear Fuels Limited (BNFL), Mr. Paschal developed an entire NCS program on an extremely tight schedule.  In that project, the program was a success and operations began on schedule. 

n     Mr. Paschal performed and managed the development of Manufacturing Science Corporation (MSC) Nuclear Criticality Safety Evaluations for the dismantling of equipment from the K-33 building at the East Tennessee Technology Park (ETTP).  This project resulted in an on time under budget product delivery.

n     As a consulting NCS engineer, Mr. Paschal has worked at BWXT in Lynchburg, Virginia performing SCALE calculations on the down blend project.

n     His consultant work at ETTP for Bechtel Jacobs, LLC included NCS evaluations for most fissile operations at ETTP, walk downs, and programmatic upgrades.

n     Mr. Paschal was an integral member of the Jacobs EM team.  His work there helped developed the plan for the deposit removal project at the East Tennessee Technology Park.  This work lead to a significant cost savings and positioned Jacobs favorable for future DOE work.  His work with the Jacobs EM team also included safety basis authorization for several facilities.

n     Mr. Paschal has also worked with the Tennessee Valley Authority (TVA) in the licensing group at the Sequoyah Nuclear Power Plant in Chattanooga, TN.  His work with TVA included the development of tutorials for software applications for FSAR upgrades.
